Almaraz Maldonado, from the opposition National Action Party (PAN), governs this municipality in the state of Tamaulipas, bordering the United States.

He was traveling with family members and members of his team to Real de Catorce, a tourist destination in the state of San Luis Potosí, when he was intercepted on the San Tiburcio-Vanegas highway, as reported to the media by the Zacatecas prosecutor, Cristian Paul Camacho.

The prosecutor indicated that, according to the progress of the investigation, several vehicles were intercepted on the border between San Luis Potosí and Zacatecas, where several people were abandoned on the road.

“That’s where he was stripped by armed civilians and where the mayor was deprived of his liberty,” said Camacho, who added: “It should be noted that as of this moment he has not been located.”

The Secretary of Security and Citizen Protection of San Luis Potosí reported that the mayor’s companions managed to reach the municipality of Cedral, San Luis Potosí, where they reported the events, and specified that the kidnapping occurred in Zacatecas territory and not in San Luis Potosí, as had been initially reported.

“According to the testimony of one of the affected people, they were abandoned on the highway, so they subsequently requested help,” the secretariat noted.

After receiving the report, the Civil Guard, the state police of San Luis Potosí, activated an operation in the border area with Zacatecas, in coordination with the authorities of that state, to help locate the victims.

The case occurs in a context of persistent violence against officials in Mexico, especially at the local level. In 2025, the Data Cívica organization documented at least 246 attacks against government officials or judicial candidates, of which 136 ended in murder.

Its ‘Vote between Bullets’ monitoring also warns that almost 80% of victims of political-criminal violence are concentrated at the municipal level, the most exposed to the territorial control of organized crime.
