The Specialized Criminal Guarantees Court issued the detention order in connection with alleged breach of trust and other offenses under investigation linked to Ueno Bank.
Carvallo Spalding will be held at the National Police’s Specialized Unit under the court’s exclusive authority until the judiciary receives a formal assessment from the Ministry of Justice or an authorized prison institution.
The report will allow the court to evaluate the conditions for his transfer, security requirements and the regime under which he would serve his detention.

The measure was formalized through Official Letter No. 317, addressed to Specialized Unit Chief Commissioner Sabino López Silva. The order imposes preventive detention, the most restrictive personal precautionary measure available under Paraguay’s procedural law.
The allegations remain under investigation. The case includes suspected breach of trust and other offenses, provisionally classified as crimes against property and public administration in connection with events involving Ueno Bank.
Authorities said Carvallo Spalding was detained to ensure he remained under judicial control and would appear for proceedings required by the court.
The court will review the prison assessment once it is submitted, while Carvallo Spalding remains in police custody during the initial 15-day period.
