Through your account on social network X, Rodríguez reiterated the urgency of ensuring equitable access to the means necessary to advance towards sustainable development and that industrialized countries assume their historical responsibilities and fulfill their obligations for the provision of financial resources and transfer of technology in predictable and verifiable timeframes.

He also stressed the need to eliminate unilateral coercive measures in the area of trade, “without which there can be no ambitious climate action, much less just and sustainable transitions.”

The foreign minister noted that carbon dioxide (CO2) concentrations reached 153% of pre-industrial levels in 2025, and methane and nitrous oxide levels also hit record highs, consolidating long-term global warming even more, according to the UN World Meteorological Organization (WMO)

Given this situation, he warned, developing countries, particularly small island developing states, face enormous challenges in accessing the financing, technologies, and resources needed to respond to the effects of climate change.

The WMO warned in late October that greenhouse gases, largely responsible for climate change, reached record levels by 2025 and their long-term presence in the atmosphere affects the global climate for centuries.

The UN agency explained that these gases are trapping a high amount of heat in the atmosphere, fueling more extreme weather events and increasing risks to the economy and society worldwide.
