Mexico City. Before heads of State and Government gathered at the 30th Ibero-American Summit, Mexico reiterated this Thursday its rejection of the blockade imposed by the United States against Cuba and stated that in security matters its relations with all nations are governed by “cooperation without subordination” and respect for sovereignty and territorial integrity.
In the plenary session, Foreign Secretary Roberto Velasco, representing President Claudia Sheinbaum, affirmed that Mexico believes “in understanding between sovereign nations, in international law, in democracy, in the self-determination of peoples and in the peaceful settlement of disputes, principles that our Constitution enshrines and that today are worth more than ever.” For this reason, he said, the country maintains its “historic position” against the coercive economic measures against the island.
On security, he listed the principles that guide Mexico’s relations: “respect for sovereignty and territorial integrity; shared and differentiated responsibility; mutual respect and trust; and cooperation without subordination.” He added: “On that basis we engage in dialogue firmly and work together to obtain concrete results with a comprehensive approach that incorporates attention to the causes and with respect for human rights, due process, and international law.”
In a message on X, Velasco indicated that he reaffirmed Mexico’s commitment to a region that is “more just, inclusive and with greater opportunities for everyone, especially for young people,” and affirmed that the country “will continue betting on dialogue and cooperation.”
In his speech he maintained that “an economy is worth the well-being it distributes, and there will be no shared prosperity as long as part of our peoples is left behind.” He also recalled that in 1939 President Lázaro Cárdenas opened the country’s doors to thousands of Spaniards seeking refuge. “Yesterday’s hospitality is today’s friendship,” he expressed.
The Foreign Secretary specified that the four agreements adopted at the summit coincide with the priorities of the Mexican government: “caring for those who care, opening paths of academic mobility for our youth, protecting more lives in the face of disasters and putting artificial intelligence at the service of people.” He also celebrated the consensus for Honduras to assume the Pro Tempore Secretariat for the 2026-2028 period.
