While participating in a meeting of Artemisa Provincial Defense Council, the head of state emphasized the importance of further enhancing the preparedness of those who lead “Defense Zones.”

He also highlighted the need to increase the autonomy granted to these structures and stressed the urgency of boosting their economic and productive capacities.

He further addressed one of the most frequently discussed topics during the national defense sessions: the protection of the population. He asserted that there must be a clear understanding in every locality of how this task will be successfully carried out.

Regarding food production, the President—who also serves as head of the National Defense Council—emphasized the need to make the most of available land through popular mobilization.

On other sensitive issues, such as water supply, Diaz-Canel urged officials to avoid the accumulation of unresolved problems and to be more persistent in finding solutions, as reported by the Presidency on its website.

Also present at the meeting in the western province of Artemisa were the President of the National Assembly of People’s Power, Esteban Lazo; the Secretary of Organization of the Communist Party of Cuba’s Central Committee, Roberto Morales; and the heads of the Ministry of the Revolutionary Armed Forces and the Ministry of the Interior, Alvaro Lopez and Lazaro Alberto Slvarez, respectively.

The “Moncada 2026” exercise aims to continue improving the preparedness and cohesion of command and leadership bodies, military troops, the territorial defense system, and the economy at all levels, in order to confront any form of aggression against the nation.
