The regulation modifies Decree 127, which governs the operation of state-funded institutions, and allows for the contracting of construction maintenance, gardening, cleaning, and similar services outside of regular working hours.
The First Deputy Minister of the Ministry of Labor and Social Security (MTSS), Yaniris Hernandez, stated that the measure aims to utilize the skilled workforce of these entities and contribute to addressing maintenance needs with a more efficient use of the state budget.
The agreement defines the activity, the conditions, the quantity of services, and the method of payment. This income is not considered salary, but rather compensation for services rendered.
Ferrer explained that administrations must comply with established procedures for economic contracting and that any conflicts arising from these agreements are resolved through the corresponding contractual channels.
For his part, Lidier Aguila, who oversees Labor and Social Affairs at the Cuban Workers’ Federation, emphasized on the importance of guaranteeing the protection of those who undertake these tasks.
The measure benefits both the workers, who will be able to earn additional income based on their skills, and the institutions, which will have an alternative for addressing maintenance needs without resorting to outsourced services.
