The UN Office for the Coordination of Humanitarian Affairs documented 397 Israeli settler attacks in the West Bank between Oct. 1 and 26, the highest monthly peak since official measurements began in 2006.

The Ramallah governorate was the hardest-hit area, accounting for 40% of incidents that caused injuries or material losses, according to the UN office.

The settler incursions included physical assaults against Bedouin families, arbitrary detentions and the systematic theft of livestock and vehicles in localities such as Rammun and Yabrud. In the Hebron region, reprisals after the death of two Israeli soldiers forced approximately 3,000 Palestinians from their homes, while demolitions and intentional arson of homes persisted in the Gaza Strip.

A Palestinian Government commission reported 9,518 Israeli orders to demolish or halt construction on properties in the West Bank from 2015 to September 2026. Legal entities and human rights defenders denounced that suspended construction permits severely limit the expansion of community services and threaten the economic livelihood of thousands of Palestinian families.

The official report detailed that Hebron concentrated the most notices with 2,697, followed by Bethlehem with 1,310 and Ramallah with 1,118 files. Annual records peaked in 2023 with 1,333 documented cases, reinforcing a sustained Zionist policy of halting work on Palestinian civil and institutional infrastructure, according to the report.

UN statistics revealed that nearly 12,000 structures have been demolished in the past decade, including 1,698 donor-funded constructions, according to the statistics. Demolitions carried out for punitive reasons or lack of military permits displaced more than 18,000 Palestinians and directly affected the living conditions of 843,000 West Bank residents, where settlers regularly attack olive crops, the livelihood base of many communities, according to the statistics.

The escalation of violence by illegal settler groups coincides with an increase in Israeli security force operations along the yellow line in the Gaza Strip.

UN spokespersons warned that recurrent attacks continue to hinder humanitarian missions assisting the civilian population, including 1.8 million displaced people spending their fourth winter in precarious tents amid devastated infrastructure, a food crisis and restricted access to medicines and medical care, according to the spokespersons.
