CHANCELLOR John Healey gave a “baby steps” Budget today by offering help with the cost-of-living but falling far short of the sweeping change promised by the Prime Minister.

The bond markets took what city analysts termed a “boring Budget” in their stride, as Mr Healey pledged renewed fealty to the Treasury’s fiscal rules.
