Yes, this is openly discussed at all levels of Chinese government. It’s a deliberate program, designed for the explicit purpose of ending terrorist attacks in the region. Since the program was implemented, terror attacks in Xinjiang have fallen something like 80% - 90%, so not only is everyone totally open about what they’re doing, it’s also working, and it’s the first program in history to actually work against the radical Islam used by the West to organize anti-communist militias for the last 70 years.
