Mexico City, October 17 (SinEmbargo).— The former Attorney General of Chihuahua, César Gustavo Jáuregui Moreno, identified by authorities as César “N”, allegedly committed the crime of Treason Against the Homeland over the operation carried out in April of this year in El Pinal, located in the municipality of Morelos, in which a narco lab was seized, by allowing agents of the US Central Intelligence Agency (CIA) to take part in that action, the Office of the Attorney General of the Republic (FGR) reported today.
“The investigation determined that César ‘N’ allegedly engaged in acts possibly constituting the crime of treason against the homeland in matters of national security. This is because he allegedly allowed foreign persons to intervene without authorization on national territory and in actions that correspond only to federal forces,” the head of the Attorney General’s Office, Ernestina Godoy, said in a message.
The Attorney General added that Jáuregui Moreno’s actions violated the sovereignty and integrity of Mexico, since foreign interference is expressly prohibited in the country’s Political Constitution.
“It is worth mentioning that our Constitution and the National Security Law state that the federal entities are limited from assuming powers reserved to the Federation, as well as from transferring public authority to foreign authorities,” Godoy commented.
There is no public record of people sentenced, charged or under formal judicial proceedings, at least in the last 50 years, for the crime of Treason Against the Homeland. The FGR’s accusation against the former prosecutor who served María Eugenia Campos is based on Article 123 of the Federal Penal Code.
What Did the FGR Detail About the Investigation Against the Former Prosecutor?
In her message, the Attorney General mentioned that in the investigation file on the El Pinal operation case it is “fully established” that the participation of the two CIA agents was not justified, and that the former prosecutor was not authorized to permit their involvement.
“Furthermore, it was proven that both foreign persons had gone on several occasions, and without justified cause, to facilities of the State Investigation Agency,” the head of the FGR explained.
Likewise, she indicated that the state authority that led the operation, the State Investigation Agency, “lacked the powers to carry out actions that are exclusive to the Federation,” since the National Security Law prohibits it.
Another point Godoy made was that César “N” withheld information from the Chihuahua State Attorney General’s Office (FGE) by not informing federal authorities about the operation, and yet he did inform the foreign agents about it.
“He knew these were federal crimes. However, he notified the federal forces only after the operation, hastily and improperly. Federal authorities immediately took over the investigation to clarify the facts and determine responsibilities,” the Attorney General stressed.

Finally, Ernestina Godoy stated that, from the first moment after the arrest warrant against Jáuregui Moreno was executed, close communication has been maintained between federal and state authorities.
She also maintained that the Office of the Attorney General of the Republic will continue the relevant work “with diligence, professionalism and respect for human rights and due process.”
We will be reporting on progress as the law allows us. Where there is impunity, there will be investigation. And where there is crime, there will be consequences.
