Kazakhstan President Kassym-Jomart Tokayev stated that the average sea level on the Kazakh coast has dropped by approximately 29.5 meters and that the sea area has shrunk by more than 16,000 square kilometers in the last 25 years.

Tokayev also warned that in some areas the coastline has shifted by several tens of kilometers, altering ecosystems and impacting coastal economic activities.

Azerbaijan President Ilham Aliyev agreed that sea level decline has accelerated in recent years and noted that the total surface area of the Caspian Sea has decreased by more than 20,000 square kilometers. This has negative consequences for the environment, port infrastructure, and coastal communities.

Russian President Vladimir Putin advocated for greater cooperation among the Caspian littoral states to protect the ecosystem and promote more efficient water resource management. He noted that Russia is preparing a research program through 2030 to minimize the consequences.

Among the proposed measures are the modernization of canals and pumping systems, improved irrigation, digital monitoring, and the use of advanced technologies for environmental monitoring.

Participants attributed the decline in water levels to factors associated with climate change, such as rising temperatures, increased evaporation, decreased rainfall, and reduced flow in the rivers that flow into the Caspian.
