On Monday, the Norwegian Football Federation (NFF) submitted two formal requests to FIFA for an investigation into several decisions related to the 2026 World Cup and the organization’s institutional operations.

The NFF unanimously approved the initiative during an assembly held in August; it is part of its ongoing work on “governance, transparency, and political neutrality in international football.”
One issue raised is the overturning of a red card shown to Folarin Balogun, a United States player, before his team’s match against Belgium during the World Cup. Norway asks the Ethics Committee to investigate whether FIFA President Gianni Infantino and other officials comply with the organization’s Code of Ethics.
The Norwegian federation is also requesting an analysis of the FIFA Forward Enterprise (FFE) project, an initiative related to the external marketing of commercial rights for FIFA-organized competitions.

The third issue under review is the awarding of the FIFA Peace Prize to U.S. President Donald Trump, a decision the NFF believes requires examination from the perspective of institutional neutrality.
The NFF is also requesting the Governance Committee to determine whether internal oversight and control mechanisms functioned properly in the three cases raised. NFF President Lise Klaveness said that the central issue is determining whether FIFA’s influence or authority was misused.
Klaveness emphasized that trust in sports institutions depends on “sensitive issues” being examined transparently and with accountability. The Norwegian federation indicated that it is not seeking a predetermined conclusion, but rather an independent investigation to clarify the facts.
