The conservative United List (AS) of outgoing Prime Minister Andris Kulbergs comfortably won the Latvian general elections held on Saturday, with 35.2% of voter support, after 100% of votes for parties were counted, according to data from the Central Election Commission of Latvia (CVK).

Kulbergs’ party received just over a third of the electorate’s support, the best result for a political party in the history of the Baltic country since independence from the Soviet Union, according to data from a recount that was delayed by technical problems until this Sunday.

The second most voted force was the national-conservative populist Latvia First (LPV), which obtained 13% of the votes.

Also far behind AS was the third most voted party, the social-conservative Sovereign Power/New Latvians, which is criticized for pro-Russian positions and obtained 11.7%.

The nationalist and conservative National Alliance (NA) was the fourth force, with 8.8%, ahead of the social democrats of Progressives (P), who obtained 7.8%, and the centrist New Unity (JV) which achieved 6.3%.

Kulbergs’ party will have 41 deputies in Parliament or Saeima, a chamber with 100 seats, so he will have to seek coalition partners to govern.

The favorites to form a coalition with Kulbergs’ party are the NA, which adds ten deputies, and JV, which controls 7 seats.

It so happens that NA rules out participating in a government with the social democrats, who also got ten seats, which slightly conditions Kulbergs in the preparation of the new Executive.

Given the clarity of AS’s victory, Kulbergs is practically assured of the mandate from Latvian President Edgars Rinkēvičs.

On election night, the exit poll conducted by the LETA agency, Stradins University of Riga and the public broadcaster LSM with the support of the SKDS polling center attributed 35.6% of the votes to AS. Kulbergs already mentioned his priorities as future prime minister at the time that data appeared.

“In the new Government, if I have the opportunity to lead it, the first thing (to do), certainly, is the 2027 budget,” said Kulbergs, in statements collected by the Latvian public broadcaster LSM.

“We have a very large number of voters who want change, and we need a large number of representation in the Saeima (Parliament) and the Government must be able to implement changes. Thus, that gives us greater opportunities,” Kulbergs added after the publication of a poll that anticipated his role as clear winner.

For Kulbergs and his party, the result represents a considerable success, as his party tripled the result achieved in the previous elections, held in 2022, in which AS obtained 11.14% of the votes.

Kulbergs had previously led an interim coalition formed after the collapse of the government of Prime Minister Evika Siliņa, from JV.

Siliņa resigned in May after dismissing the then Minister of Defense, the social democrat Andris Sprūds, after a stray drone from the Russian-Ukrainian war hit empty fuel tanks in the city of Rēzekne, in eastern Latvia.
