ALBA Movements and the International Peoples’ Assembly this week issued an international manifesto demanding the immediate release of President Nicolás Maduro and first combatant Cilia Flores, saying U.S. troops illegally kidnapped them without having committed any crime or there being a formal declaration of war.


The denunciation stated that the military operation carried out on Jan. 3, 2026, in Venezuelan territory directly violated Article 2.4 of the U.N. Charter. The armed incursion also disregarded formal extradition procedures and the diplomatic immunity that constitutionally protects a sitting head of state.

The signatories maintained that Washington’s judicial accusations lack evidentiary support and rely on the inconsistent narrative of the so-called Cartel of the Suns.

The manifesto warned that the process sets a dangerous precedent by seeking to establish U.S. courts as an unlimited extraterritorial jurisdiction over sovereign states. It denounced the treatment given to Cilia Flores as a clear act of gender-based violence for political reasons.

The international initiative has the backing of prominent public figures including musician Roger Waters, journalist Ignacio Ramonet and Brazilian social leader João Pedro Stédile.

The convening organizations called on parliaments, universities and popular movements around the world to coordinate actions and reject the aggressions against Venezuela.
