Bolivian President Rodrigo Paz promulgated a law empowering the Legislative Branch to remove Attorney General Roger Mariaca and appoint a new head of the Public Ministry.


During the ceremony, Paz said the measure responds to a silent and meticulous investigation process previously carried out by State institutions. The Government also linked the reform’s implementation to the regional so-called security program Shield of the Americas, developed under the tutelage of the United States.

The amendment to the Organic Law of the Public Ministry establishes the definitive suspension and cessation of duties of the attorney general if he faces formal charges or precautionary criminal measures. The measure will be approved by two-thirds of votes in the Plurinational Legislative Assembly (ALP), which will immediately appoint an interim attorney general. The interim authority will assume the priority mission of dismantling the criminal structures linked to the cause of the suspension, in accordance with the Political Constitution of the State. The interim official may reorganize specialized teams, reassign internal functions, and request international cooperation under the control of the jurisdictional authority.

Mariaca was detained last Wednesday and accused by the Government of allegedly leading a “criminal organization” to protect “narcoterrorism” in the country. His arrest occurred two days after the U.S. Government included him in a list of senior officials and former officials from three countries whose visas were revoked, accusing them of being “corrupt” and of “undermining democratically elected Governments.”
