Her return to Nuevo León's political spotlight has revived scrutiny over internal NXIVM records that list her among the group's coaches.

(September 29, 2026).— Morena’s new coordinator in Nuevo León already ran for governor in 2021, and during that campaign faced questions over her relationship with NXIVM and Keith Raniere.

Clara Luz Flores Carrales will once again head up Morena’s project in Nuevo León. On September 28, she was named state coordinator for the Defense of the Transformation and National Sovereignty, a party post that positions her for the process to decide the party’s candidacy for state government in 2027.

Her return puts her political career back under scrutiny, along with the episode tied to NXIVM, the organization led by Keith Raniere, who was sentenced in the United States to 120 years in prison on charges that included sex trafficking and racketeering.

From PRI Militant to Morena

A lawyer by training from the Universidad Regiomontana, Clara Luz Flores was born in Monclova, Coahuila, and built her political career in Nuevo León. She served as a local deputy and was elected mayor of General Escobedo three times.

She is married to Abel Guerra, also a former mayor of General Escobedo and a politician with his own ties to the PRI. Flores built much of her career inside that party before joining the Morena project.

She left the PRI in 2020, and the following year ran as the candidate of Morena, the PT, the PVEM and Nueva Alianza Nuevo León for governor.

In the 2021 election she won 14% of the vote and placed third. Samuel García, of Movimiento Ciudadano, won 36.7%; Adrián de la Garza, of the PRI-PRD coalition, took 27.9%; and Fernando Larrazábal, of the PAN, got 18.3%.

Now Morena is once again putting her at the head of its political structure in Nuevo León ahead of the 2027 election.

Her Return to the Federal Government

The 2021 electoral defeat didn’t mean Flores Carrales’s retirement from politics.

On June 21, 2022, she was named head of the Executive Secretariat of the National Public Security System (SESNSP) under the government of Andrés Manuel López Obrador. The appointment was formalized by the Secretariat of Security and Civilian Protection.

She later held other posts in the federal government and, under the administration of Claudia Sheinbaum, led the Unit for Religious Affairs, Prevention and Reconstruction of the Social Fabric at the Interior Ministry.

Her new party assignment brings her back to the political stage in Nuevo León, this time as Morena’s state coordinator.

The Clara Luz Flores and NXIVM Episode

The most contentious episode of her 2021 campaign was her relationship with NXIVM and its founder, Keith Raniere.

On March 24, 2021, a video recorded in 2016 surfaced showing Flores in a personal conversation with Raniere. The footage was used during the campaign by her PRI rival, Adrián de la Garza. El País reported that the encounter was part of a longer recording, and that Flores had taken part in NXIVM’s personal-development programs.

The release of the video raised questions because, before it surfaced, Flores had publicly played down any relationship with NXIVM. She later acknowledged that she had met Raniere and had taken courses with the organization.

In an interview with Julio Astillero, before acknowledging the encounter, Flores had brushed off questions about NXIVM.

“I don’t know what NXIVM you’re talking about.”

After the video came out, she acknowledged the encounter and explained that it had taken place before she knew about the crimes Raniere had committed. She also said she had been deceived by the organization and that her involvement was limited to taking its courses.

What’s Documented About Her Relationship With NXIVM?

Flores’s relationship with NXIVM isn’t limited to a photograph or a chance encounter with Raniere.

El País reported in 2021, citing the organization’s internal documents, that Flores took part in the Executive Success Programs (ESP), worked as a coach, and reached the rank of yellow belt with a stripe within that training system.

That detail matters because it contrasts with Flores’s initial explanation of her relationship with NXIVM, and it helps explain why the episode became a central issue during the 2021 campaign.

NXIVM, DOS and Keith Raniere’s Crimes

NXIVM presented itself publicly as an organization devoted to personal-development and leadership courses. Inside its structure operated DOS, a secret group that, according to the investigations and the judicial process in the United States, controlled women through a system of obedience and compromising material used as collateral.

Keith Raniere was found guilty in the United States of crimes that included sex trafficking, racketeering and conspiracy to commit forced labor. In October 2020 he was sentenced to 120 years in prison.

The existence of that criminal structure is a judicially established fact. That history, however, must be distinguished from Flores’s specific relationship with NXIVM.

The sources consulted do not show that Clara Luz Flores took part in the crimes for which Raniere was convicted, that she belonged to DOS, or that she was criminally charged over those acts. Her documented participation in NXIVM programs and her encounter with Raniere do not, on their own, make her criminally responsible for the organization’s activities.

The documented issue that did raise questions during the 2021 campaign was the gap between her initial statements about NXIVM and her later acknowledgment of her relationship with the organization. El País reported that Flores went as far as admitting she had lied about her ties to Raniere.

Clara Luz Flores Returns to the Electoral Stage

Five years after that campaign, Clara Luz Flores is once again heading up Morena’s project in Nuevo León.

Her career combines municipal, legislative and federal posts with a long stretch of PRI militancy, her move to Morena, and her 2021 candidacy.

Now, her appointment as state coordinator opens a new chapter on the road to 2027. Any eventual run for governor will have to be decided later, through the corresponding party and electoral process.

At the same time, her return puts the NXIVM episode back on the table — not as a criminal accusation, which the sources consulted do not support, but as a relevant political precedent, given her documented relationship with the organization and the explanations Flores offered publicly during the 2021 campaign.
