Head-of-state diplomacy plays an irreplaceable role in providing strategic guidance for China-U.S. relations, Diplomat Guo said.
On Monday, China’s Ministry of Foreign Affairs confirmed that President Xi Jinping will pay a state visit to the United States from September 23 to 25 at the invitation of U.S. President Donald Trump.

During the visit, Xi Jinping and Trump will hold in-depth exchanges on important issues concerning China-U.S. relations, as well as world peace and development. The information was presented by Chinese Foreign Ministry spokesperson Guo Jiakun during the ministry’s regular press conference.
Guo said that “head-of-state diplomacy plays an irreplaceable role in providing strategic guidance for China-U.S. relations.”
The meeting will take place about four months after Trump’s visit to China in May, when the two presidents met in Beijing.
Xi and Trump will now make reciprocal visits within a six-month period. According to Guo, the sequence has historical significance and represents a milestone in relations between the two countries.
China also hopes that the meeting will contribute to consolidating a relationship of strategic stability between China and the United States, combining dialogue and cooperation with the proper management of differences.
Guo said China will work with the United States to strengthen dialogue and cooperation, properly manage differences, expand benefits for the populations of both countries and contribute to “peace, stability and prosperity for the world.”
The Chinese Foreign Ministry did not provide details on which specific international issues will be on the agenda. The announcement referred broadly to China-U.S. relations and issues related to world peace and development.
The press conference also took place on the fifth anniversary of the Global Development Initiative (GDI), launched by Xi Jinping in 2021 during the UN General Assembly.
According to Guo, more than US$23 billion has been mobilized and more than 2,000 cooperation projects have been carried out over the following five years, reaching more than 70 countries and benefiting more than 40 million people.
China will hold a high-level dialogue in New York on September 25 to mark the fifth anniversary of the initiative. Guo was also asked about China’s restrictions on rare-earth exports to Japan and whether the issue could be discussed during the Xi-Trump meeting.
After referring specific questions to the relevant authorities, the spokesperson reiterated that China prohibits, in accordance with its laws and regulations, the export of dual-use items to military users or for military purposes in Japan, as well as materials that could contribute to strengthening Japan’s military capabilities. Guo also said China’s position on safeguarding the security and stability of global critical-minerals production and supply chains remains unchanged.
Chinese Vice Premier Leads Economic Consultations in U.S.
The confirmation of the visit comes as China and the United States maintain contacts at different levels. In the economic and trade field, a new round of consultations was held in New York on September 20, with the participation of Chinese Vice Premier He Lifeng, U.S. Treasury Secretary Scott Bessent and U.S. Trade Representative Jamieson Greer.
He Lifeng is leading the Chinese delegation during a visit to the United States from September 19 to 23 for economic and trade consultations between the two countries.
According to the Chinese government, the two sides held candid, in-depth and constructive exchanges on economic and trade issues of common interest. The talks included the implementation of understandings reached in previous rounds and the promotion of bilateral trade and investment. The delegations also held a dialogue on issues related to artificial intelligence.
The Chinese statement said the consultations were guided by the understandings reached by the two heads of state and the principles of mutual respect, peaceful coexistence and mutually beneficial cooperation.
At Monday’s press conference, Guo was specifically asked about the results of the talks between He Lifeng and Bessent, but referred journalists to the Chinese statement and said he had no additional information.
Wang Yi And Rubio Maintain Contact Ahead Of Visit
On the diplomatic front, Chinese Foreign Minister Wang Yi spoke by phone with U.S. Secretary of State Marco Rubio on September 17, just days before the official confirmation of Xi’s visit.
According to the Chinese Foreign Ministry, the two held in-depth exchanges on upcoming high-level contacts between the two countries. Wang said China-U.S. relations had generally been moving in the direction of constructive strategic stability defined by the two heads of state.
Wang stressed that “head-of-state diplomacy is the anchor of China-U.S. relations.” The Chinese foreign minister said the two countries should prepare for the next stage of high-level exchanges on the basis of equality, respect and mutual benefit, while strengthening communication, expanding cooperation, properly managing differences and respecting each other’s core interests.
Wang also said Beijing and Washington should send a positive message about the two countries’ commitment to a constructive relationship of strategic stability and to jointly promoting world peace and development.
In addition to bilateral relations, Wang and Rubio exchanged views on the situation in the Middle East and other international issues.
