The seized site held storage facilities resembling Pemex's; officials have not said who operated it or made any arrests, pending the investigation.

The operation that made it possible to seize 59 million liters of presumably illegal fuel at a property in Guanajuato left no one detained; nevertheless, federal authorities affirmed that there will be captures as a result of the investigations already underway.

President Claudia Sheinbaum indicated that the fuel seizure represents only one part of the investigation, since the objective is to identify who was behind the operation, as well as to determine the origin and destination of the product.

During the morning presidential press conference, the Secretary of Security and Citizen Protection, Omar García Harfuch, explained that the operation began on July 3, 2026, with the stop of a fuel tanker, from which the authorities obtained information that led to the property where the fuel was located.

Faced with the question of why there were no detainees at the search site, he explained that the property was empty due to the scale of the mobilization of federal and state authorities. “At that moment, there was no one there.”

The secretary maintained that the arrests will be carried out later, as the investigation advances, and asserted that in the other cases of large fuel seizures, captures have also been made: “of course there are going to be detainees, but they come afterward.”

When asked about the possibility that those who operated the site had received a “tip-off” and abandoned the facilities before the operation, he avoided offering a conclusion, noting: “we will know with the first arrests.”

The seizure also raised questions about the infrastructure found at the property, because the images released by the Attorney General’s Office of the Republic (FGR) show storage installations that, according to what was described during the conference, bear similarities to the infrastructure used by Petróleos Mexicanos.

The official explained that it was a storage installation and that later the Attorney General’s Office itself, in coordination with Pemex Physical Security and Pemex Logistics, will make known what type of infrastructure it was and what its function was.

He was also asked how it was possible for an installation of those dimensions to be built and operated without municipal or state authorities noticing. In response, Harfuch replied that what mattered was that the seizure was accomplished through a coordinated operation between federal and state authorities.

Regarding whether the property was operated by the Santa Rosa de Lima Cartel, the secretary declined to speculate, and noted that it will be up to the Attorney General’s Office of the Republic to determine who was behind the operation, because “right now, giving incorrect information or speculating would be irresponsible on my part,” he maintained.
