On Thursday, Cuba’s National Center for Sex Education (CENESEX) announced issued the official ruling required to initiate the correction of a person’s registered sex with the Civil Registry.

According to the institution, the document is based on the right to gender self-determination and does not entail a clinical, psychological, or medical diagnosis regarding the person’s identity. Thus, the ruling serves as an administrative requirement within the procedure established by current legislation.
The process begins with obtaining the CENESEX ruling. Subsequently, the interested party must present this document, along with their birth certificate, to the Civil Registry—the entity responsible for processing the request to amend the registry entry.
Requests may be submitted in person on Tuesdays between 10:00 a.m. and 2:00 p.m. at the CENESEX headquarters, located at Calle 10 No. 460 (at the corner of Calle 21) in the Vedado neighborhood, Plaza de la Revolución municipality, Havana.

Electronic submission is also available via email at solicitudes.dictamen@cenesex.cu. The request must include the person’s legal name, chosen name (if applicable), national ID number, current address, a contact telephone number, and an express statement of the intent to correct the registered sex data. Additionally, it must specify whether the person has already changed their name or wishes to do so.
The ruling is delivered either at the institution’s headquarters during established hours or via email, depending on the requested method of delivery.
CENESEX noted that the entry into force of Law 180 introduces a more streamlined procedure for name changes and the possibility of correcting registered sex for trans individuals. The institution stated that it will continue to support the protection of rights related to identity.
