The General Prosecutor of Ukraine, Ruslan Kravchenko, abruptly left the country in the early hours of this Monday, amid a corruption scandal and political turmoil.
Ukraine’s General Prosecutor, Ruslan Kravchenko, who tendered his resignation days earlier, cited a business trip abroad to inform international partners about Ukraine’s anticorruption efforts and democratic institutions.
Kravchenko’s departure comes as the Ukrainian Parliament deliberates on his resignation.

President Vladimir Zelensky, who appointed Kravchenko in June 2025, has called for his immediate dismissal, urging parliamentarians to support the measure without delay. The president’s stance underscores the deepening rift between the Executive power and the country’s anticorruption agencies.
Before his departure, Kravchenko filed notices of suspicion against key figures in Ukraine’s anticorruption landscape. He accused Semion Krivonos, the director of the National Anti-Corruption Bureau (NABU), and an associate of Alexander Klimenko, the head of the Specialized Anticorruption Prosecutor’s Office (SAP), of obtaining protected materials and interfering with legal processes.
Kravchenko alleged that the recent “Karfaguen” operation, conducted by the National Anti-Corruption Bureau and the Specialized Anticorruption Prosecutor’s Office, was not solely directed at him but aimed to access sensitive information on high-ranking officials within both agencies.

Kravchenko claimed that President Zelensky had exerted political pressure to prevent him from making crucial decisions and that anticorruption agencies offered him immunity in exchange for not filing accusations. These allegations have further fueled the ongoing conflict between the presidency and Ukraine’s anticorruption bodies, which have been under scrutiny since 2025 when Zelensky attempted to place them under the prosecutor general’s jurisdiction. International pressure and domestic protests led to the restoration of their independence.
The scandal deepens as it involves an investigation into a network of fraudulent call centers allegedly protected by officials within the General Prosecutor’s Office. The operation, known as “Karfaguen,” was announced on September 4 by NABU and SAP, leading to searches in premises used by Kravchenko and other high-ranking prosecutors. Kravchenko confirmed that his residence was also searched on September 7.
The exit of Kravchenko from Ukraine has raised significant questions about the future of the country’s anticorruption efforts and the stability of its democratic institutions. As the Parliament continues to debate his resignation, the political landscape in Ukraine remains fraught with uncertainty and controversy.
