Cuba’s Foreign Minister Bruno Rodríguez highlighted the BRICS Summit’s statement expressing “deep concern” about the situation in Cuba, attributed to the recrudescence and adverse effects of the economic blockade imposed by the United States.

“That document reflects the condemnation and opposition of the BRICS countries to the imposition of unilateral coercive measures that are contrary to International Law,” Rodríguez said on social media. He is attending the event in New Delhi at the head of the Cuban representation, in his capacity as a partner country of the bloc.
Rodriguez said that the BRICS declaration stresses that Washington’s measures “have far-reaching negative implications for human rights, including the rights to development, health and food security, of the general population of States.”
And that it “calls for the elimination of such illicit measures, which undermine International Law and the principles and purposes of the United Nations Charter.”

Rodríguez told the BRICS that these U.S. measures are “collective punishment against the Cuban people. Their indiscriminate and humanitarian effects are incalculable, and cause great suffering to Cuban families. It is the instrument chosen to achieve regime change.”
He also accused Washington of applying “a silent genocide that claims lives” in order to “cause human damage, suffering and anguish is the objective of this cruel and deliberately designed policy.”
Rodríguez affirmed that in recent years, the economic, commercial and financial blockade of the U.S. against Cuba has been reinforced “to unprecedented levels.”
In that regard, he cited the U.S. executive orders of January 29 and May 1, 2026, which have established an energy blockade against Cuba, which he considers equivalent to “a naval blockade and constitutes an act of war,” according to International Law.
“The U.S. Government tries to justify its aggressive actions against Cuba with the crude pretext that the Island is an unusual and extraordinary threat to the national security and foreign policy of the nuclear, economic and technological military superpower,” he stressed.
In addition, he denounced that the “secondary sanctions” applied by the U.S. have caused the “violent disruption” of supply chains, as well as threats to shipping companies that have caused, according to him, the paralysis in various ports around the world of 7,000 containers contracted and paid for with food, medicine and medical devices.
