On Wednesday, the United Nations Human Rights Council will examine in Geneva the report presented by Zaina Jallad, the UN Special Rapporteur on Unilateral Coercive Measures, regarding her visit to Cuba to assess the impact of the U.S. blockade.

The document constitutes the first independent, on-the-ground assessment conducted by a mechanism of the international organization to measure the destructive effects of the U.S. economic, commercial and financial blockade.
The investigation includes evidence gathered during the official visit conducted from Nov. 11-21, 2025, a period during which Jallad held meetings with government authorities, private-sector actors, community organizations, researchers, journalists and representatives of the U.N. system.
The assessment categorically concludes that U.S. sanctions violate the United Nations Charter and international law, infringing on fundamental guarantees of the Cuban people, including the rights to health, food, education, a dignified life and social and economic development.

The report warns that the economic aggression promoted by Washington intensified during 2026 through the implementation of a direct energy blockade against the Caribbean nation, a coercive measure that worsens the humanitarian crisis.
Although the document praises the Cuban government’s resilience and initiatives to mitigate the effects on communities, it concludes that the persistence and scale of the U.S. blockade exceed the capacity of the domestic response, undermining the well-being of families.
In its final conclusions, the U.N. Special Rapporteur’s office urges the U.S. government to immediately suspend all unilateral coercive measures, remove obstacles to the entry of essential goods and lift the arbitrary designation of Cuba as a state sponsor of terrorism.
It also demands the repeal of the national emergency declared by Washington that unfoundedly classifies the island as a threat to U.S. national security, calling for U.S. foreign policy to be brought into line with the principles of the international legal order.
On Monday, the Cuban government denounced that the U.S. blockade caused financial losses of US$8 billion during the period from March 2025 to February 2026.
