Venezuelan Acting President, Delcy Rodríguez, presided this Monday the formal delivery of over 400 restored homes in Caracas as part of the Venezuela Rises plan.
The ceremony took place in Block 4 of the Ruperto Lugo sector, within the Carlos Guinand Sandoz urban development in Sucre parish, where crews rehabilitated three buildings and 219 apartments, directly benefiting more than a thousand residents. An additional 12 houses were restored in the same area, rounding out a delivery described as one of the program’s largest single handovers to date.
The work included the construction of new walls, repair of potable water pipes, roof waterproofing, facade painting, recovery of internal staircases, corridors, parking lots, and common areas.

The methodology applied was based on the articulation between government authorities and the Popular Power, with active participation from community councils, 112 technical workers, and 15 neighbors. This model of community management has allowed for the optimization of resources, acceleration of execution times, and strengthening of social self-management.

Within the Capital District alone, the plan has rehabilitated 898 homes, comprising 776 apartments and 122 houses spread across 27 buildings, thereby securing stable housing for 3,346 residents. Meanwhile, the Presidential Commission for the Evaluation of Infrastructure Habitability reported having carried out more than 63,000 inspections nationwide, of which 30,188 took place in Caracas and 2,987 specifically in Sucre parish, underscoring the scale of the assessment effort underpinning the broader rehabilitation drive.

The involvement of community members and government authorities has been crucial in achieving these results, highlighting the importance of collaborative efforts in addressing housing issues.
The Venezuela Rises plan has successfully rehabilitated 1,476 homes across various sectors in Caracas, including San Martín, Santa Mónica, and Catia La Mar. This initiative has not only improved the living conditions of thousands of citizens but also strengthened community involvement and self-management. The plan’s success is a testament to the effectiveness of collaborative efforts between government authorities and local communities.
The Bolivarian government say the approach will continue to expand into additional neighborhoods in the coming months, with further inspections and rehabilitation phases expected as the government works toward its broader housing targets for the Capital District and beyond.
