Russian President Vladimir Putin stated that his country will not negotiate with “terrorists,” responding to requests made by the Kiev regime to resume direct talks and arrange personal meetings.
During a press conference held on Tuesday at the conclusion of the Shanghai Cooperation Organization (SCO) summit in Bishkek, the capital of Kyrgyzstan, located in the north of the country, the head of state described the threats issued by Volodymyr Zelensky against Russian airlines to force the suspension of flights over its territory as “state terrorism.”

The Russian leader clarified that Moscow is not aiming to freeze hostilities—referencing a proposal by Kazakh President Kassym-Jomart Tokayev—but rather to secure a lasting peaceful resolution. He described Kyiv’s peace proposals as “exotic” and insufficient for advancing the currently stalled process.

Putin announced that the Russian Armed Forces have received orders to prepare and launch mass strikes against Ukrainian energy infrastructure as a response to Ukrainian attempts to target Russian strategic sites. He asserted that any military installation on Ukrainian territory constitutes a legitimate target and warned that Ukraine would receive a response to its own strikes.
Turning to the economic front, Putin projected that Ukraine’s economy faces an impending collapse, marked by three sequential crises: monetary, budgetary, and banking. In his assessment, a sharp drop in revenues and defaults on loans by local producers will leave the Kiev regime unable to finance itself.
Over the past month, Putin detailed, the Russian army has seized control of 270 square kilometers in the Donetsk People’s Republic and liberated 14 settlements, including the city of Svyatogorsk and the locality of Kazachya Lopan.
