For the first time, a new accord counts Mexican steel toward public-works national content, favoring domestic steel mills over imports as part of Plan México's push to boost national industry.

Mexico City. For the first time, the federal government incorporated Mexican steel into the calculation of national content in public works, in order to strengthen the Mexican industry of this material. The Anticorruption and Good Governance Secretariat (SABG) published today in the Official Gazette of the Federation (DOF) an accord that reforms the rules of national content in public contracting to strengthen the country’s national content and production in government public works. This is done through the integration of domestically manufactured steel materials, used in construction, into the calculation of the percentage of national content of projects.

The agency noted that the reform to these rules “represents an important advance” in the execution of the Accord for the Promotion of the Mexican Steel Industry, signed this past April 29 by President Claudia Sheinbaum Pardo, which established various actions to promote the use of national steel in public purchases, so that these become a tool to strengthen the country’s production and productive chains.

Until now, the SABG added, the determination of national content in public works considered materials different from those used directly in construction, as well as machinery and permanently installed equipment. “With the new rules, the value of national steel incorporated into infrastructure may also be counted, expanding the possibilities for public spending to boost the Mexican steel industry.”

The Percentage of Steel Will Be Determined in Each Project

According to the new rules, the percentage of national steel will be established for each project considering the availability of production in Mexico, the required quality, delivery deadlines, and the specific characteristics of the work. Thus, “greater participation of the national industry will be promoted without compromising the best contracting conditions for the State, the technical and economic viability of the projects, or the execution times of the infrastructure.”

The agency headed by Secretary Raquel Buenrostro noted in a statement that the new provisions strengthen the verification of national content. Awarded companies must present documentation proving compliance with the established percentages, and the agencies and entities will verify, upon receiving the materials, that these correspond to the requirements set out in each contracting procedure.

The Accord for the Promotion of the Mexican Steel Industry translates into concrete rules to take advantage of the State’s purchasing power, strengthen national production, and give greater certainty and traceability to the use of Mexican steel in public infrastructure.
