Iranian Foreign Minister Abbas Araghchi called on the UN Security Council and its member states to reject a U.S. campaign known as “Operation Economic Outcast,” which he described as economic terrorism aimed at forcing countries to cut legitimate trade with Iran.


In a letter addressed to UN Secretary-General António Guterres and the presidency of the Security Council, Araghchi denounced that Washington is seeking to apply its laws beyond its own territory to coerce the foreign policy and independent economic decisions of sovereign states. He requested that the text be distributed as an official Security Council document.

According to the foreign minister, unilateral coercive measures and secondary sanctions are designed to pressure sovereign states into changing their legal economic relations. He warned that the restrictions are structured to evade the protections of international law while deliberately targeting Iranian civilians, affecting access to food, medicine, medical equipment, energy, transportation and humanitarian assistance.

Araghchi asked the UN to assess that impact and to preserve relevant evidence for possible future accountability proceedings.

The minister also invoked the International Court of Justice ruling of Oct. 3, 2018, which unanimously ordered the United States to ensure the export to Iran of medicines, medical devices, food and agricultural products, as well as spare parts, equipment and maintenance and inspection services for civil aviation safety, including the issuance of licenses and the transfer of payments.

The letter presented three central requests: explicit condemnation and rejection of unilateral sanctions; refusal by states to recognize or implement measures dictated by Washington; and the immediate cessation of coercive threats against third countries.
