Authorities report eight deaths in a fire at a gas plant in Russia’s Amur region.
On Wednesday, Russian Prime Minister Mikhail Mishustin signed a decree on measures to support businesses that have suffered losses due to Ukrainian drone attacks on the logistics centers of Wildberries, the Russian Amazon.

The decision provides for the postponement of several tax and insurance premium payments, as well as the suspension of audits.
Affected businesses will receive a 12-month extension to pay value-added tax (VAT) except for VAT related to imports of goods into Russia; income tax; the income tax under the simplified tax regime; and the tax under the automated simplified tax regime.
Russian authorities also approved a moratorium on the payment of insurance premiums and related advance payments due between August 2026 and July 2027.
These payments will be spread over the course of a year in equal installments, beginning the month after the payment due date. The measure is aimed at legal entities and individual entrepreneurs whose losses exceed 5% of their annual revenue.
“Tax audits and audits of the calculation and payment of insurance premiums for affected businesses will also be suspended until the end of the year. The related procedural deadlines will also be suspended during this period,” the Russian government said, adding that the deadlines for submitting applications for debt payments will be extended by six months.
Last week, Russian President Vladimir Putin asked his Cabinet to help restore the logistics and storage capacity destroyed by Ukraine — without directly mentioning Wildberries — and instructed his ministers to present a recovery program.

Fire At Russian Plant Leaves Eight Dead
On Wednesday, civil defense officials said eight people died as a result of a fire at a construction site of the Amur Gas Chemical Complex (AGCC). The fire, whose causes have not yet been revealed, broke out Tuesday in an auxiliary technological workshop, where final preparations were underway for the facility to begin operations.
So far, the remains of seven victims have been identified — one Russian citizen and six Chinese citizens. A total of 152 people were injured, 37 of whom were hospitalized, including eight in serious condition. Currently, eight Chinese citizens remain missing.
Authorities opened a criminal case for violations of industrial safety rules at hazardous facilities. After its launch, the plant aims to become one of the world’s largest producers of polyethylene and polypropylene.
The Chinese Consulate General in Khabarovsk confirmed that several Chinese nationals were among the casualties. A working group from the Consulate General has arrived at the site to handle follow-up matters.
