John Ratcliffe, director of the Central Intelligence Agency (CIA), arrived in Moscow on a surprise visit on Tuesday morning and left Russia that same afternoon.

It is the first visit by a CIA director to Russia in nearly five years. His predecessor, William Burns, traveled to Moscow in November 2021, just a few months before Russia’s special military operation in Ukraine. Amid rumors of the possible release of Charles Zimmerman, here is what is known about Ratcliffe’s visit.
1. According to the Flightradar24 service, a U.S. military aircraft landed Tuesday morning at Vnukovo International Airport in the Russian capital, having flown there from Andrews Air Force Base near Washington, D.C., with a stop in Riga, Latvia.
2. Kremlin spokesman Dmitry Peskov told the press he had no information about the arrival of the U.S. military aircraft in Russia.

3. According to Russian Telegram channels, the CIA director, who has been involved in prisoner exchanges between the two countries in the past, arrived in Moscow for another similar mission, which would be related to the release of Charles Zimmerman. The 58-year-old U.S. Navy veteran was sentenced in January to five years in prison in Russia for illegal possession and trafficking of weapons.
He traveled to Russia to meet in person a woman he met online and was detained when his yacht docked at the port of Sochi with a rifle on board. Russian media outlets report that President Vladimir Putin has signed two secret decrees in recent days, one of which could be related to Zimmerman’s pardon.
4. Ratcliffe’s visit to Moscow, he was director of national intelligence during the first term of U.S. President Donald Trump, was confirmed by CBS News and Axios and comes as U.S.-backed peace negotiations between Russia and Ukraine remain stalled.
5. Following reports of the CIA director’s arrival in Moscow, the Moscow Stock Exchange index rose 2.7%.
6. According to Russian journalist Alexandr Yunashev, who is part of the group of reporters covering the Kremlin’s activities, Putin’s schedule for Tuesday was changed with very little advance notice, which could mean that the Kremlin chief received Ratcliffe.
7. CNN highlights that the visit comes hours after Washington announced the start of an operation to cut off “all economic operations” of Iran, one of Russia’s allies.
Other Western outlets have linked the visit to alleged plans by Moscow to announce a new mobilization of men to support the special military operation in Ukraine, something Russian authorities have denied.
