Georgia Department of Corrections (GDC) powered up its new Overwatch & Logistics (OWL) program in June 2026 without fanfare because GDC likes secrets. Assistant Director of Facilities, Ahmed Holt, briefed the Board of Corrections members April 2, 2026, that in June, the OWL system would begin to monitor every GDC living unit, walkway, and hallway.
