UN special rapporteur for the occupied Palestinian territories Francesca Albanese called for an international protective presence in the West Bank, East Jerusalem and Gaza to safeguard Palestinians under attack by Israel.

In a Monday post on X, the Italian lawyer described the need as “absolutely urgent” and shared a video showing a young man assaulting a man leaning on crutches. Israeli police confirmed Sunday that a 16-year-old Israeli teenager was arrested for hitting a one-legged Palestinian man with a stick in the southern Hebron area. A 17-year-old companion who recorded the attack was placed under house arrest.

The assault comes amid daily aggression by Israeli settler groups living in the West Bank in violation of international law, including land invasions, livestock theft, destruction of property and farmland, and violent attacks against Palestinians.

Albanese said third states “have an obligation to act to end Israel’s illegal occupation,” citing the International Court of Justice’s July 2024 determination that the Israeli presence in Palestinian territory is illegal.

She also questioned whether the good offices of UN Secretary-General António Guterres and the UN General Assembly in September will help overcome the Security Council’s paralysis.

According to the NGO Yesh Din, around 94% of investigations into assaults by Zionists against Palestinians in the West Bank, excluding East Jerusalem, are closed without an indictment, in a count covering cases since 2005.
