Ecuador’s strategic intelligence director Michele Sensi-Contugi died this Wednesday in a helicopter crash in Samburu County, Kenya, along with six other people, according to African aviation authorities and government sources.

The Kenya Civil Aviation Authority reported that the crash took place at approximately 9:13 A.M. local time near the prominent geographic formation of Mount Ololokwe. The tragic accident resulted in seven confirmed fatalities, including Stephany Hollihan, Sensi-Contugi’s wife.

The aircraft involved in the incident was a Eurocopter EC130 B4, registered under the license plate 5Y-GYM. The flight was covering a local route between the localities of Loisaba and Ewasonyiro.

Search and rescue teams from the Kenya Red Cross quickly mobilized to the coordinates of the impact in Samburu. African aviation authorities cordoned off the crash site to preserve critical physical evidence. Aviation experts have initiated the corresponding technical investigations to determine whether mechanical failures, human error, or sudden weather changes caused the fatal drop of the aircraft.

Local authorities have not yet released the identities or nationalities of the remaining five tourists who perished. The diplomatic corps of Ecuador is currently working to confirm these details.

Strategic Security Impact

Michele Sensi-Contugi served as the General Director of the Strategic Intelligence Center (CIES, in Spanish). This state institution processes and interprets key information to safeguard the security of Ecuador.

His trajectory in public service stood out for his proximity to the political project of President Daniel Noboa. Sensi-Contugi was a highly trusted figure within the inner circle of the current executive administration.

In April 2024, Sensi-Contugi assumed the leadership of the Ministry of Government following the departure of Mónica Palencia. He later transitioned to the intelligence agency to manage national defense strategies.

During his time leading the Ministry of Government, Sensi-Contugi coordinated critical domestic policies and managed relations with other state powers. His transition to the intelligence sector reinforced President Noboa’s strategy of utilizing highly loyal officials in critical security posts.

The Strategic Intelligence Center plays a fundamental role in coordinating defense policies within the Ecuadorian state structure, so his sudden death represents a significant organizational challenge for the administration of President Noboa.

Text reads: “The National Government expresses its most heartfelt condolences on the death of Michele Sensi-Contugi and his wife Stephany Hollihan. Peace in his grave.”

The Ministry of Foreign Affairs of Ecuador is coordinating with Kenyan diplomatic representatives to facilitate the administrative protocols for the repatriation of Sensi-Contugi’s remains. For his part, President Daniel Noboa is expected to designate an interim director for the Strategic Intelligence Center in the coming hours.
