The Good Samaritan and Bicol Movement for Disaster Response (BMDR) condemned the attempt to block their relief drive operations (RDO) in Barangay Lukbanan, Capalonga, Camarines Norte on August 15 by elements of the 42nd IB, 9th ID and the PNP.
The groups launched the RDO to deliver food and aid to residents of Brgy. Lukbanan who continue to suffer the effects of Super El Niño.
For several days, members of The Good Samaritan and BMDR have been subjected to surveillance, intimidation and illegal photography. Despite this, the groups remained resolute in delivering service to communities in need.
The activity was carried out with proper coordination with the barangay captain. But the PNP and AFP insist they did not grant permission for it.
The groups expressed deep concern over reports that a person with disability was ordered and deceived by soldiers to take photos and videos of those conducting the RDO.
“In times of disaster, helping others is not a crime and those who wish to help should not be stopped,” according to The Good Samaritan and BMDR.
