Newly released dash cam footage shows Arkansas state trooper Moisses Arellano slamming Alisa Hackett to the ground, before punching her in the face. Moisses Arellano, the officer, then threatens to hit the 5-foot-1, 118 pound teenager again if she did not roll over onto her stomach. The incident occurred during a traffic stop on August 1, in which Hackett was pulled over for speeding. Hackett has filed a federal lawsuit against Arellano over the incident.
