The Ukrainian attack hit the residential sector and industrial companies in Nizhnekamsk, a city located on the banks of the Kama River, about 150 kilometers east of the regional capital, Kazan.
“Tatarstan was the victim of a new drone attack targeting both industrial and civilian objectives,” Nizhnekamsk Mayor Radmir Beliaev denounced without specifying which targets were hit.
According to information provided by the Ukrainian Army General Staff, the target of the attack was the Taneko refinery, owned by oil company Transneft. However, the Russian channel Astra indicated that the target hit was the Nizhnekamskneftekhim chemical plant, which specializes in the manufacture of tires.
Svetlana Petrenko, spokesperson for the Investigative Committee (IC), stated that Russia had opened a criminal case for “terrorist attack.” Tatarstan Health Minister Almir Abashev said that among the victims was a girl who died from her injuries before the ambulance arrived.
“The incident is a new cynical and inexcusable crime by the Kiev regime,” Petrenko pointed out, adding that “civilians who had no connection whatsoever with the hostilities were at the attacked facilities.”

On Monday, Russian Foreign Ministry representative Rodion Miroshnik said that “so far, more than 80 people have been injured and 18 killed,” a figure that continues to grow because of the latest Ukrainian attacks, which he did not hesitate to call “war crimes.”

Since the beginning of 2026, Russia has carried out at least 180 attacks on port infrastructure in the Greater Odesa area, which includes the ports of Odesa, Chornomorsk, and Pivdenny.
Ukraine’s grain exports in the 2026-2027 marketing year could fall to 29.6 million tonnes, down 54 percent from an earlier forecast, the UNN news agency reported.
