“Laws are passed here take away our rights and benefit a very small, wealthy sector.” More than a quarter of Puerto Rico’s population is living without reliable water access right now. The government blames a severe drought and has rolled out rationing, leaving hundreds of thousands of people without a drop to drink for days at a time on a rotating schedule. But residents say golf courses are still being watered without interruption, and Puerto Rico’s government just approved a $2 billion luxury development — complete with two more courses and hundreds of private residences.
