Cuba’s National Assembly reiterated this Wednesday its condemnation to the U.S. government’s, denouncing two executive orders issued by President Trump as evidence of a policy of maximum pressure against the country.
In a strongly worded declaration, the Cuban Assembly affirmed that self-determination, independence, and the construction of socialism are non-negotiable pillars. Lawmakers specifically condemned two U.S. executive orders -issued on January 29 and May 1- and the indictment against Army General Raúl Castro Ruz, filed by a U.S. justice system that legislators accused of acting at Trump’s service.
The National Assembly warned that constant threats of military aggression constitute an international crime under the United Nations Charter, emphasizing that if such irresponsible action were to be executed, it would face the resistance of the Cuban people, provoking deaths, destruction, and bloodshed -but failing to subordinate the island to neocolonial dictates or return it to the pre-Revolution model.

Deputies denounced the economic war “reinforced by the brutal energy siege, measures equivalent to a naval blockade, and secondary sanctions against those who sovereignly trade and invest in Cuba,” stating that this policy seeks to achieve its objectives “through collective punishment of the entire population and by provoking a humanitarian crisis -conduct that also constitutes an international crime and deserves the broadest condemnation in every corner of the planet.”

Humanitarian Catastrophe
The declaration painted a harrowing picture of daily life under the blockade. “Its nefarious consequences are suffered by the Cuban people daily, in every facet of life, while the U.S. government, acting as executioner, measures its successes by the death of a child unable to access adequate treatment; by the surgery canceled or postponed due to lack of electricity or sufficient materials; by the family anguish over shortages of electricity and water supply or the impossibility of preserving food,” the text read.
Lawmakers highlighted international support received at the United Nations during the recent debate on the energy siege, the escalation of the economic war, and the threat of military aggression against Cuba. The Parliament also reaffirmed the duty to defend the lives of citizens and maintain the region as a Zone of Peace, a principle proclaimed at the 2014 CELAC summit in Havana.
The legislature echoed President Miguel Díaz-Canel’s words from July 26: “Cuba is not a threat, neither to the United States nor to any other country on Earth. We are a noble people, who save lives where others destroy, who send doctors and teachers where others send bombs.” Parliament fully backed the president’s denunciation that the Caribbean country is “the victim of a coldly calculated genocide.”
McCarthyist Wave Warning
Beyond the immediate economic and military threats, the Cuban National Assembly issued a stark warning about a new repressive and McCarthyist wave being driven from the United States. Lawmakers called on parliamentarians worldwide to join forces, prevent a military aggression against the country, end the economic siege, and defend peace, friendship, and solidarity.
The declaration reflects growing concern in Havana that the Trump administration’s aggressive posture toward Cuba is part of a broader ideological offensive against progressive and left-wing movements across the Americas. Cuba’s Foreign Minister Bruno Rodríguez has previously stated that the United States has “made the decision to break and destroy International Law” in its pursuit of regime change in Cuba.
The Trump administration has dramatically escalated pressure on Cuba since returning to office in January 2025, reversing the limited openings of the Biden era and reimposing the full spectrum of coercive measures. The energy siege has been particularly devastating, causing widespread blackouts that affect hospitals, water pumping stations, and food preservation across the island.
The criminal accusation against Raúl Castro represents an unprecedented escalation. The U.S. Department of Justice indicted the former Cuban President on charges that Cuba characterizes as politically motivated fabrications designed to justify further aggression.
Cuban legislators concluded by reaffirming the country’s commitment to international solidarity and its willingness to defend its sovereign path. “This is a struggle for the right to exist as an independent nation,” the declaration stated. “We will not yield to pressure, blackmail, or threats. Cuba will continue to be free, sovereign, and socialist”, they affirmed.
