Nearly US$1.3 million were stolen and laundered through an NGO.

On Monday, Ukraine’s National Anti-Corruption Bureau (NABU) disclosed the results of an investigation into corruption involving senior officials who served during the administration of President Volodymyr Zelensky.

More specifically, the investigation points to a former Foreign Ministry official suspected of leading a criminal network that stole nearly US$1.3 million in donations.

Although NABU did not explicitly identify the main suspect, Ukrainian media identified him as Oleksandr Bankov, who served as state secretary from 2020 to 2024.

“The other suspects include a serving diplomat who previously headed the state secretary’s office, an adviser to a former foreign minister who ran an NGO involved in the operation, and an accountant of the NGO. So far, the four individuals have been formally notified that they are suspected of crimes,” TVP World reported.

The Ukrainian corruption network used an NGO through which the officials involved funneled resources sent by international donors and employees of diplomatic missions.

“The money was then transferred to sole traders and companies linked to the suspects before being passed through illicit cash-conversion networks and withdrawn… The group used the funds for personal enrichment and produced forged letters and grant agreements to make the transactions appear legitimate,” TVP World explained.

The NABU investigation considered the results of an internal audit at the Foreign Affairs Ministry, an institution that said it “has never sought to shield suspects.”

Similar cases of high-level corruption have involved figures such as former Agriculture Minister Mykola Solskyi in 2024, former Deputy Prime Minister Oleksii Chernyshov in 2025, and former presidential chief of staff Andriy Yermak and former Energy Minister German Galushchenko in 2026.
