United Nations Secretary-General António Guterres will present a detailed report to the Security Council at the end of the month on Israeli violations in Syria.
The announcement came amid a three-day official visit to – in which he urged Israel to strictly comply with the 1974 Disengagement of Forces Agreement.

Guterres described aggression against Syrian sovereignty as unacceptable, and on his X account reaffirmed the urgency of respecting Syria’s independence, unity and territorial integrity while demanding an immediate halt to violations by Prime Minister Benjamin Netanyahu’s government.

The UN chief acknowledged the resilience of the Syrian people, stating that accumulated suffering had not broken their determination to achieve their legitimate aspirations. He also warned that international humanitarian assistance currently meets only 20% of existing needs.
Guterres called Syria a fundamental pillar for stability in Western Asia and advocated for its full reintegration into regional and international economic networks. He stressed the need to channel financial and logistical aid to reactivate basic services, infrastructure, health systems, education and economic opportunities.
The Syrian people have shown extraordinary resilience through years of hardship.

During his stay, the Secretary-General met with Transitional President Ahmad Al Sharaa and Foreign Minister Asaad Al Shibani. His agenda included visits to Sednaya prison, the Umayyad Mosque and the old city of Damascus, as well as an inspection of the UN Disengagement Observer Force (UNDOF) in the Golan Heights buffer zone, established by Security Council Resolution 350 in 1974.
Guterres’s warnings come against a backdrop of heightened tension in southern Syria, triggered after Netanyahu declared the 1974 disengagement pact invalid in December 2024, a move that enabled Zionist troop incursions into the demilitarised zone and other territorial areas, according to the UN account.
