The IDB delegation was led by Anabel González, Vice President of Countries and Regional Integration; Andre Soares, Head of the IDB Office; and Miguel Coronado, General Manager for Andean Countries.

The meeting marks a significant milestone in the restoration of international financial dialogue and multilateral cooperation aimed at Venezuela’s development after years of strained relations with global financial institutions.
During the meeting, Acting President Rodriguez announced that both the IDB and the World Bank have offered non-reimbursable aid to Venezuela to support reconstruction efforts following the double earthquake that struck on June 24. The catastrophic seismic event has claimed 5,398 lives, left 16,740 injured, and destroyed or damaged hundreds of buildings across the nation.

The Venezuelan delegation included key economic cabinet officials: Anabel Pereira Fernández, Sectorial Vice President of Administration and Digital Government and Minister of Economy and Finance; Juan José Ramírez, Sectorial Vice President of Public Works and Services; Calixto Ortega, Sectorial Vice President of Economy; Rolando Alcalá, Minister of Electric Energy; Luis Pérez, President of the Central Bank of Venezuela (BCV); and Christiam Hernández, Vice President of Finance at Petróleos de Venezuela (PDVSA) and Vice Minister of Treasury.
Reconstruction Path Forward
The IDB’s engagement is based on the need for regional economic stabilization and follows the normalization of technical relations that the International Monetary Fund (IMF) and the World Bank have already initiated during this semester. This coordinated approach among multilateral institutions represents a comprehensive strategy to support Venezuelan recovery from both its prolonged economic crisis and the recent natural disaster.
The meeting also explored broader areas of cooperation beyond emergency response, including economic development programs, infrastructure projects, and social investment initiatives that could benefit from multilateral financing and technical assistance.
The reconstruction efforts face enormous challenges, with 190 buildings completely collapsed and 856 structures affected across the impacted regions. The government has deployed 30,989 emergency personnel, 31,745 volunteers, and 2,278 international rescuers to assist in ongoing operations, while 107 temporary camps continue housing 23,335 displaced persons.
Acting President Rodriguez emphasized that this new phase of multilateral cooperation will be conducted with full transparency and accountability, ensuring that all international resources reach their intended beneficiaries. The establishment of audit mechanisms aims to guarantee proper management of funds and strengthen international confidence in Venezuela’s institutional framework.
The meeting concludes with a commitment from both parties to develop a detailed work plan outlining specific projects, timelines, and financing mechanisms for the reconstruction of housing and essential infrastructure in the earthquake-affected zones.
