The Netherlands’ government approved a decree this Tuesday to ban all trade with illegal Israeli settlements in occupied Palestinian territories and the Syrian Golan Heights starting September 22.
This commercial embargo represents a major shift in European foreign policy toward Israeli expansionism. Foreign Minister Tom Berendsen announced the measure on Tuesday in a formal letter sent to the Dutch Parliament, highlighting that the nation will no longer contribute to the economic sustainability of territories occupied in violation of international law.

The new executive decree will remain in force for an initial period of three years. Under these provisions, any import, purchase, sale, or mediation of goods originating from the West Bank or the Golan Heights will be strictly prohibited.
To prevent companies from anticipating the restriction by rushing import shipments, the government established a two-month implementation window. This ban does not affect trade with Israel within its internationally recognized borders of 1967.

Targeting Illegal Trade
This unilateral measure directly reinforces the historic advisory opinion delivered by the International Court of Justice (ICJ) in July 2024. The highest United Nations judicial body ruled that the Israeli presence in the occupied territories is entirely illegal and stipulated that member states have a binding obligation to refrain from providing economic or diplomatic assistance that helps maintain the colonial status quo.
By enacting this law, the Netherlands joins other European nations like Belgium, Spain, and the Republic of Ireland, which have advanced individual measures to sanction the occupation. The Dutch cabinet decided to act independently after the European Union failed to build the necessary consensus to enforce a bloc-wide ban.
EU High Representative for Foreign Affairs Kaja Kallas recently confirmed that while a complete trade ban on settlement products received the highest level of support among the 27 member states, the council lacked the legal unanimity required to pass the measure.
Economic Blow to Occupation
The commercial restrictions will significantly affect the agricultural sector of these illegal outposts. The Netherlands serves as a primary European gateway for settlement goods. According to an extensive investigation by the non-governmental organization Global Echo, the Netherlands absorbs 33% of all agricultural exports from these illegal colonies, which represents nearly 50% of all such goods entering the European market.
This annual commerce, valued at tens of millions of euros, consists mostly of fruits and vegetables like avocados, dates, oranges, grapes, fresh herbs, and wine produced in the occupied Golan Heights. The Council of State validated the constitutionality of the decree, clearing the path for its execution despite technical debates regarding customs inspection procedures.
The lower house of Parliament, the Tweede Kamer, had already voted in favor of the trade restriction last year. However, the decree faced immediate condemnation from local far-right figures, including extremist political leader Geert Wilders, who criticized the decision on social media.
This diplomatic move occurs as Israeli Prime Minister Benjamin Netanyahu faces an active arrest warrant from the International Criminal Court (ICC) for war crimes and crimes against humanity in Palestine. Simultaneously, far-right factions within the Israeli cabinet continue to lobby for the establishment of new illegal settlements inside the Gaza Strip, further defying international mandates.
