
Venezuela signed strategic agreements with Russian firm INSA and U.S. multinational General Electric to recover and incorporate 7,400 megawatts (MW) into the National Electric System over the next four years.
The agreements mark a decisive step toward stabilizing the country’s energy infrastructure after years of challenges and underinvestment in the sector.
Acting President Rodriguez explained that the total capacity to be recovered represents approximately half of the current electricity generation in Venezuela.
”Having signed with INSA (…) to recover more than 2,400 MW is a historic signature! The second is the one we signed this week with General Electric, where in the first 24 months we will recover 1,000 MW, but in the next four years we plan to recover 4,000 MW. Imagine what that means”, she detailed in a recent interview with the Spanish journalist Javier Negre.

The contract with Russian state company INSA will focus on reactivating and completing the construction works of the Tocoma Hydroelectric Plant. The agreement includes the transfer to Venezuela of turbines already manufactured in Eurasian territory. These components will add more than 2,000 MW to the national grid.
The agreement also contemplates the optimization of the Macagua hydroelectric plant. This intervention will comprehensively reinforce the entire Lower Caroní complex, reaching a total of 2,400 MW recovered through the Russian partnership alone.
The Russian company brings extensive experience in hydroelectric infrastructure and turbine manufacturing. The Tocoma plant has been a strategic priority for Venezuela to complete the full development of the Caroní River basin.
The second agreement signed with General Electric Vernova establishes a progressive recovery plan. The first phase will restore 1,000 MW within the first 24 months of execution. The long-term projection aims to recover a total of 4,000 MW within four years.

Boosting National Power Grid
Acting President Delcy Rodriguez emphasized the transversal impact that energy stabilization will have on daily life and the national productive apparatus. The high-level technical alliances seek to strengthen the National Electric System‘s infrastructure to guarantee stable electricity supply for Venezuelan homes.
“The electrical service is the king of services,” Rodriguez stated. “Water, hospitals, schools, food, and agroindustry all depend on it. Being able to recover the system and have megawatts available for economic growth is extraordinary news for the Venezuelan people,” she added.
The agreements represent a comprehensive contingency and expansion plan. INSA and General Electric will work simultaneously on different components of the national grid to accelerate the recovery timeline compared to sequential approaches.
The 7,400 MW target represents a significant portion of the country’s generation capacity. Current generation levels have been insufficient to meet peak demand, leading to periodic service interruptions, but the incorporation of these additional megawatts aims to eliminate supply gaps and create surplus capacity for future growth.
The reactivation of the Tocomoa hydroelectric project through the INSA agreement unlocks a strategic asset for the national grid, with turbines manufactured in Russia which are specifically designed for the plant specifications.
The General Electric partnership focuses on thermoelectric generation and grid optimization. GE Vernova brings cutting-edge technology for power plant modernization and efficiency improvements.
Acting President Rodriguez affirmed that the energy recovery plan will serve as an impulse for the economy and public services as the stabilization of the National Electric System creates conditions for sustainable development in the country.
