Any foreign military deployment in Ukraine would be considered a legitimate target.

On Wednesday, Russian Foreign Ministry spokeswoman Maria Zakharova reminded countries making up the “Coalition of the Willing” that aggressions against Russia have failed throughout history.

“Those plotting a new so-called campaign against Russia should do well to remember history and learn from it how their expansionist ambitions may unfold. We advise them to stop deluding themselves into believing they can inflict a strategic defeat on Russia,” she said.

The Russian diplomat recalled that “Napoleon once assembled a coalition of European powers with the aim of seizing Russia, only to suffer a humiliating and ignominious defeat.” More specifically, Zakharova warned that the deployment of the Coalition of the Willing’s forces to Ukraine would be unacceptable.

“This would de facto amount to foreign military intervention and an increase in threats to Russia’s security. Such units would be regarded as legitimate military targets,” she stressed.

Currently, the Coalition of the Willing includes leaders of about 30 countries, with French President Emmanuel Macron, British Prime Minister Sir Keir Starmer and German Chancellor Friedrich Merz among its most prominent figures.

It gained public visibility in early 2025 as a de facto alliance to provide military assistance to Ukraine before and after a possible ceasefire or peace agreement with Russia.

Unlike NATO or the European Union, the Coalition of the Willing is not a treaty-based organization and does not have permanent institutions or a unified command structure.

Instead, it serves as a flexible framework for anti-Russian leaders to coordinate defense planning, military assistance, training, intelligence cooperation and discussions about the deployment of forces in Ukraine.
