Venezuela’s National Assembly unanimously approved this Tuesday a solidarity agreement with the victims of the devastating double earthquakes that struck the country on June 24, killing more than 4,500 people.
The Venezuelan National Assembly unanimously passes a resolution expressing condolences, backing government emergency actions and calling for the release of Venezuelan sovereign assets abroad for humanitarian reconstruction.
The legislative body endorsed the contingency plans and actions undertaken by the Venezuelan State to address the humanitarian emergency, guaranteeing fundamental rights to health, food, shelter and security for quaker-affected.

Through the document, the National Assembly expressed its deepest condolences to the families of the deceased and all citizens impacted by the seismic events, which the United States Geological Survey described as the strongest earthquakes to hit Venezuela since the 1900 San Narciso event.
The accord formally recognized the immediate voluntary mobilization of citizens, unions, universities, religious organizations, private companies and non-governmental organizations that established collection centers and saved lives during the first hours of the tragedy. Deputies also exalted the heroism of community committees, rescue workers, firefighter corps, canine brigades, medical and nursing personnel and security officials who worked tirelessly in the aftermath of the twin tremors.
The Assembly members also agreed to promote and support the proper functioning, full supply and technical maintenance of temporary camps established by the national Government while definitive housing solutions are implemented through reforms and new priority legislation.

The scale of displacement remains immense: with 80% of buildings collapsed in La Guaira state alone, thousands of families continue to live in temporary shelters along the coast and in the capital region.
Sovereign Funds Demanded
In a significant diplomatic and financial move, the agreement urges international organizations, foreign governments and global financial institutions to urgently unfreeze the Venezuelan sovereign assets and funds abroad for strictly humanitarian reasons. The objective is to allocate these resources to the reconstruction of affected communities, with the resolution also ordering its publication in the Official Gazette.
Prior to the vote, Deputy Grecia Colmenares, second vice president of Parliament, called for national unity through a favorable vote on the project and praised the tireless efforts of rescue teams. Colmenares recognized the perseverance of those dedicating their days to search operations, as well as the resilience of mothers, children, and grandparents staying in temporary camps. She urged citizens to become a permanent solidarity brigade.
The plenary session also granted recognition to the leadership of Acting President Delcy Rodríguez, highlighting her capacity to convene the people and timely coordinate international technical assistance, medical supplies, and canine brigades sent by other nations. The solidarity network has now mobilized more than 35 countries, with shipments of aid arriving from Switzerland, Türkiye, Mexico, and other nations across Latin America, Europe and the Middle East, as Venezuela enters the long and complex phase of reconstruction.
