Daniel Boucher says he witnessed ICE agents shooting 26-year-old Joan Sebastian Guerrero on Monday from the third floor of his Biddeford, Maine home. After hearing what he said sounded like fireworks, Boucher looked out and saw a vehicle “turned 90 degrees to the curb” with an SUV behind it. He says the SUV hit the vehicle, causing it to stop, and an ICE agent opened the door and pulled out a body. “His face was bloody. His head was bloody,” Boucher said. “I clearly heard the victim say, ‘I tried to stop.’”
