
Cabinet reshuffle comes as her administration responds to the aftermath of the June earthquakes.
On Tuesday, Venezuelan Acting President Delcy Rodriguez appointed economist Johann Alvarez Marquez as the country’s new Charge d’Affaires to the United States.

“His mission is to represent the interests of our country and advance this new stage of dialogue, cooperation and mutual respect, promoting a relationship based on international law and understanding between both nations,” she said.
After seven years of estrangement, Venezuela and the U.S. reestablished diplomatic relations in March. So far in 2026, their renewed cooperation has resulted in greater openness to foreign investment in the oil, mining and electricity sectors.
Their cooperation has now expanded to include the response to the natural disaster, after the U.S. government deployed search-and-rescue teams and military forces supporting relief operations.
Alvarez Marquez replaces Felix Plasencia as charge d’affaires. Plasencia was appointed Venezuela’s new foreign affairs minister. Until Monday, Venezuela’s diplomacy was led by Yvan Gil, who became the new minister of science and technology, replacing Gabriela Jimenez.
Previously, on July 5, Venezuelan Acting President Rodriguez appointed Francisco Garces as transportation minister, replacing Jacqueline Farias, who is now in charge of housing and infrastructure recovery efforts through the newly created Great Venezuela Reborn Mission.
On July 7, Rodriguez appointed Jose David Cabello as president of the state-owned Petrochemicals of Venezuela (Pequiven), after serving for 18 years as superintendent of the National Integrated Customs and Tax Administration Service (Seniat).
The Cabinet reshuffle comes as the Venezuelan government continues to manage the aftermath of the tragedy caused by two earthquakes on June 24, which struck particularly La Guaira state and have left more than 4,500 people dead.
