
Venezuela’s Acting President Delcy Rodriguez highlighted this Monday the sovereign management of the Bolivarian Government in receiving international aid during the emergency, stating that donations and rescue teams sent by 72 nations.
During the plenary session of the National Economic Council, Acting President Delcy Rodriguez made a forceful declaration of institutional sovereignty, stating that “here there is a Government, here there is a country, here there is a State”, highlighting the nation’s capacity to act and coordinate reconstruction following the double earthquake of June 24 that devastated vast areas of the country.

Addressing an audience of entrepreneurs, agro-industrialists, farmers and representatives from the country’s 14 productive engines, the Acting President emphasized the institutional strength of the Republic to manage the emergency and channel international assistance in a fully sovereign manner.
Rodriguez’s remarks came amid the ongoing recovery from the 7.2 and 7.5 magnitude earthquakes that claimed 4,561 lives, injured 16,740 people, and left 17,907 citizens affected, with 128,324 families currently receiving state assistance.

“It is not that someone arrives and drops aid here. No: here there is a Government, here there is a country, here there is a State, and here there is a people that wants to emerge, wants to move forward, overcome the rubble, recover and rebuild”, Rodriguez asserted, reinforcing the message of national unity and institutional capacity that has characterized the Bolivarian Government’s response to the seismic disaster.
Sovereignty Reaffirmed
The Acting President Rodriguez denounced that international financial aggressions against Venezuela were falsely justified under the global media narrative that it was unclear who held legitimate power in the country.
“It was based on the premise that they did not know who governed in Venezuela. Well, we govern”, she declared, evidencing that rescue brigades from 72 nations, donations and humanitarian aid have been managed strictly and directly with the legitimate authorities of the Bolivarian Government.
The arrival of 341 tons of humanitarian aid from Mexico this Monday at the La Guaira port serves as a concrete example of how international solidarity flows through recognized state channels. Additionally, 2,471 international rescuers from China, Russia, Cuba, Türkiye, Spain and other nations have worked alongside 30,989 military personnel and 30,692 civilian volunteers, all under the sole operational command of Venezuelan state institutions.
Acting President highlighted the resilience capacity of Venezuelan society in the face of natural catastrophe and urged the maintenance of national unity. Rodriguez affirmed that reconstruction will not be limited to material infrastructure but will encompass a human transformation based on equality and social justice to care for vulnerable families currently housed in 107 transitional camps, where 20,231 citizens receive food, shelter, medical care and comprehensive services.
Consensus Against External Blockade
The Acting President highlighted the absolute consensus between the Bolivarian Government and national business sectors to demand an immediate lifting of sanctions to fund reconstruction after the June 24 disasters.
“No one agrees with the economic blockade”, she categorically declared during the Plenary Session, urging the immediate release of state assets held abroad to finance nation’s recovery efforts.
In this sense, Rodriguez indicated that lifting the economic blockade would represent an extraordinary signal of goodwill from the international community. She explained that only an extremist political faction continues to promote and repeat requests for foreign sanctions, whereas the vast majority of Venezuelan society and business leaders stand firm in defending the productive sovereignty of the Republic. Rodríguez ratified the determination of the executive branch to maintain its diplomatic and commercial defense against foreign siege.
“We have not rested in asking for the sanctions to be lifted, the Acting President stressed, reiterating that this demand remains a permanent banner of Venezuelan diplomacy.
To unblock Venezuelan resources illegally seized abroad, the Acting President has intensified international diplomatic efforts to accelerate national reconstruction following the devastating June 24 earthquakes. Last week, Rodríguez confirmed sending an official letter to King Charles III of the United Kingdom to demand the release of Venezuelan gold assets currently frozen in the Bank of England. Additionally, she detailed high-level conversations held with the managing director of the International Monetary Fund (IMF), Kristalina Georgieva, to recover blocked financial assets and allocate them directly to the humanitarian emergency.
Under these critical circumstances, ending the foreign blockade has become an urgent humanitarian necessity for the nation. The Bolivarian Government insists that releasing these sovereign funds is vital to support the Venezuela Rises Plan and ensure the recovery of regions like La Guaira state, which suffered the worst of the destruction.
