Ahead of the World Cup games, Dallas quietly amended its city code to reclassify street vending to include free food distributions. Now organizations providing free food are being hit with citations for “illegal street vending” that can even lead to arrests. This loophole was introduced as a backdoor during the FIFA games, even though a similar law was defeated after community pushback. Activists say there is a high likelihood these new laws are here to stay well after the games. Dallas leads the country in hunger with 1.3 million people who are food-insecure – while SNAP benefits are ending.
