Global Figures Call for Action Against Cuba Blockade

The plenary session will begin at 9:00 a.m. on July 29 at the Havana Convention Center. This decision was made in strict accordance with the powers conferred upon him by Article 111, section c) of the Constitution of the Republic.

The official convocation was published on July 9 on the Parliament’s website and in the Official Gazette of the Republic of Cuba, specifically in issue number 77, Extraordinary Edition.

The document will be duly disseminated to the deputies, the agencies of the Central State Administration, and other relevant bodies and authorities, as well as through the media for general information.

The agenda for the plenary session, designed for debate by the supreme body of state power, will have a strong focus on the economy. The agenda includes information on the implementation of the country’s economic and social transformations.

Likewise, it will address the progress of the execution of the 2026 State Budget and the formal presentation of the settlement of the Budget for 2025.

Finally, the agenda includes the analysis and discussion of several draft laws, as well as other topics of vital interest that are part of the national agenda.

These sessions of the Cuban Parliament will allow the deputies to evaluate the nation’s main economic, social, and legal indicators, fulfilling their legislative duties.

The text reads, “The profound economic and social transformations approved by the Central Committee of the Communist Party of Cuba and ratified by the National Assembly are being implemented by the Council of Ministers. Measures Under Legislative Debate

One of the main objectives of the legislative plenary debate will be the evaluation of the economic and social reform proposals recently announced by President Miguel Díaz-Canel Bermúdez.

More than 20 measures are aimed at reforming the economic management system in order to make central planning more flexible, strengthen production incentives, and stimulate the domestic market and exports.

During recent statements to the press, the Cuban President expressed the urgent need to “create more wealth,” advance social programs, and address existing inequalities. Among the reforms to the economic model, he indicated plans to grant greater powers to municipal governments so they can decide on their production systems, imports and exports, manage foreign investment, and leverage their potential without depending on “central plans.”

He advocated for greater autonomy for state-owned socialist enterprises, aiming for them to operate without intermediaries, with broad worker participation in decision-making regarding wages, profit allocation, access to the foreign exchange market, exports, imports, and partnerships with other economic actors. In the foreign trade sector, the goal is to incentivize foreign investment and offer greater incentives for its development.

Other priorities include promoting renewable energy sources to reduce dependence on imported fossil fuels, exacerbated by the US energy blockade, and measures to revitalize tourism, Díaz-Canel noted.

These transformations are being implemented amidst what the Cuban government describes as a “multidimensional aggression” by the United States. Cuba denounces Washington for using an energy embargo to stifle its economy and make living conditions unbearable for its population.
