The manifesto argues that recent actions by the U.S. government against Cuba amount to genocide because of their humanitarian impact. It states that Washington has intensified economic and energy restrictions while pressuring companies from third countries to end commercial activities on the island.

According to the document, Cuba was accused in 2026 of posing an “extraordinary and unusual” threat to U.S. national security, harboring terrorist groups and purchasing offensive weapons, without evidence being presented. It also says that an incident dating back 30 years was revived and manipulated to support criminal accusations against General Raúl Castro Ruz.

Text Reads: 🚨 Cuban Foreign Minister Bruno Rodríguez Parrilla met in New York with the UN Secretary-General, António Guterres, to expose the harsh reality faced daily by the Cuban people.
🔴 During the meeting, he denounced the severe consequences of the asphyxiation policy promoted by the United States Government, highlighting the criminal energy siege, the intensification of the blockade, and the secondary sanctions imposed since the Trump Administration.

The manifesto states that the United States has maintained an economic blockade against Cuba for 67 years and has expanded restrictions by imposing what it describes as a complete blockade on fuel imports. It adds that pressure on foreign companies has prompted shipping firms, airlines and hotel management companies, among others, to cease operations in Cuba.

The document further says that media campaigns targeting the Cuban government and population have intensified while the country remains unable to conduct financial transactions and has received only one oil tanker during the past six months.

It also claims that opponents of the Cuban government, led by U.S. Secretary of State Marco Rubio, are urging President Donald Trump to authorize military action against Cuba, warning that such a move would result in indiscriminate Cuban and U.S. casualties.

Referring to the humanitarian situation in Gaza, the signatories state that they do not want Latin America to experience a similar scenario.

“We raise our voices and call on the governments of the world to uphold international law, so that Cuba regains its right to acquire fuel and all the products it needs to meet the needs of its people through trade and global cooperation,” the International Manifesto Against the Advance of Fascism in the Americas states.

The manifesto has been endorsed by dozens of intellectuals, artists, journalists, academics and political figures from Latin America, Europe and the United States, including Abel Prieto, Elena Poniatowska, Andrés Arauz, Atilio Boron and Danny Rivera.
