
Acting President Delcy Rodríguez visited the coastal community of Macuto in La Guaira state on Thursday to oversee the launch of a comprehensive recovery plan aimed at restoring critical infrastructure and essential public services following the devastating earthquakes that recently struck Venezuela.
The visit marks another stage in the Government’s emergency response following the powerful earthquakes that caused widespread destruction across several areas of the central Venezuelan coast.
Authorities have prioritized the restoration of essential services, including electricity, drinking water, transportation infrastructure and public facilities, while continuing humanitarian assistance for residents impacted by the disaster.

The initiative, known as *“Venezuela Renace” (*Venezuela Reborn), is an operation designed to evaluate damage, restore infrastructure and provide immediate assistance to affected communities, bringing together national institutions, local authorities and community organizations to coordinate emergency response efforts and accelerate reconstruction in one of the country’s hardest-hit regions.
According to government officials, the plan seeks not only to repair damaged infrastructure but also to establish a coordinated framework capable of addressing both immediate emergency needs and the longer-term reconstruction of affected communities.

Community Partnership
A central component of the recovery strategy is the collaboration between national institutions and local communities.
Government representatives said the operation relies on close coordination between state agencies and the Popular Power organizations, particularly local Communes, which are expected to play an active role in implementing reconstruction projects and identifying the most urgent priorities at the neighborhood level.
Authorities believe this collaborative approach will improve the efficiency of recovery efforts by combining technical expertise with local knowledge of the affected areas. Community organizations are expected to assist in identifying damaged infrastructure, coordinating volunteer participation and ensuring that assistance reaches the populations with the greatest needs.
The deployment includes engineering teams, logistics specialists, utility workers and social assistance personnel distributed throughout La Guaira to evaluate structural conditions and restore basic public services as quickly as possible.

Government officials explained that the operation is organized around two primary objectives: conducting comprehensive logistical assessments of damaged infrastructure and delivering immediate field assistance where emergency intervention is required. These parallel efforts are intended to shorten recovery times while improving coordination among the numerous institutions participating in reconstruction activities.
Officials also stressed that reconstruction extends beyond rebuilding physical structures. The broader objective is to restore essential public services, strengthen institutional coordination and support communities as they recover from the social and economic consequences of the disaster.
As emergency teams continue working throughout La Guaira, the reconstruction initiative is expected to serve as the central framework guiding both immediate recovery measures and the longer-term rehabilitation of infrastructure damaged by the earthquakes. Authorities have reiterated that coordination among national institutions, regional governments and organized communities will remain essential to achieving a comprehensive and sustainable recovery for one of Venezuela’s most severely affected coastal regions.
